Ladd Devine intends to build a large new resort development in Milagro, a small town in the American Southwest. While activists Ruby Archuleta and lawyer/newspaper editor Charlie Bloom recognize that this will eventually result in the displacement of local Hispanic farmers, they are unable to mobilize much opposition due to the short-term opportunities provided by construction jobs.
